早速のご回答ありがとうございます。 "may"の部分を「ほどに分けるのが良い」と理解するという事ですね。 これが "Shall not be" だと「3回以上に分けてはならない」だと思うので 回答者様のいわれる通り、(1)については、強制の一歩手前と理解するべきと 解釈するとすっきりします。 No.2の回答者様への例で書きました通り、現状司厨部に乗組員は、0600時-1900時に 就労して(つまり1900時-翌日0600時まで休息して）、かつ0600時-1900時の間に 2回休憩を付与しています。 3回に分けてはならないとすると、この2回の休憩を1回減ずる事となり、労働強化に Leadされるのが疑問なのですが、mayを非強制と解釈する事ですっきりします。
