こんにちは。 私は英語が苦手なので自信はありませんが、 SSINさんの解説で なんとなく理解できました。 標準的な（もっとも期待できる）シナリオで IRRを求めた場合、 そのプロジェクトのリスクを考慮していません。 AとBというプロジェクトがあり、 それぞれのIRRが同じ6%だとしても 危険度によってそのプロジェクトと 比較するハードルレートは変える必要があります。 失敗したとの影響が大きい（ハイリスクハイリターンなプ）ロジェクトＡは、 安定した結果を期待できる（ローリスクな）プロジェクトＢより、 高い割引率と比較する必要あるということです。 つまり、危険度（不確実度）に応じて 比較する数値を変えるということです。 おそらく、この問題では、 そのプロジェクトの危険度に応じて 資本コストに増減を加えたものと IRRを比較しろということだと思います。
