質問

I saw two people on the Tube wearing exactly the same jacket.
地下鉄でまったく同じジャケットを着た人を２人も見たのよ。

I saw two people wearing exactly the same jacket on the Tube.

のように、on the Tubeを最後にもってくる事ができますか？

また、そうすることができるとして、文のニュアンスが違ってくるってことがありますか？
教えてください、よろしくお願いします。

こういう副詞的なものの位置は比較的自由なわけですが，
今回のように，かかるものが複数ある場合，位置によって違いが出てきます。

I saw two people on the Tube wearing exactly the same jacket.

saw → people → on the Tube → wearing ～
地下鉄で，は「見た」あるいは「人々」にかかると感じる。

I saw two people wearing exactly the same jacket on the Tube.

saw → people → wearing ～ → on the Tube
地下鉄で，は「～を着ている」にかかると感じる。

もちろん，地下鉄に乗っていて，そこで着ていることには違いないわけですが，
普通には前者の方が自然だと思います。

補足

I saw two people wearing exactly the same jacket on the Tube.は、
I saw two people who were wearing exactly the same jacket on the Tube.
の様に、関係代名詞を使った文になると思うんですが、使い分け方は、どうなんでしょう？何か違いあるのかな？

敢えて言えば、「地下鉄で」と言う事に重きを置いていると言う事です。
つまり、
同じ服を着ている人が二人いたのを見たよ。それは地下鉄でだよ。
同じ服を着た人が地下鉄に乗っていたのを見たよ。

two people who were wearing と　who were　を入れれば、２番目のの英文と同じになります。
