時間を正確に守らないのは、忙しすぎる人と、暇すぎる人のようである。前者は、他人は自分ほど忙しくないだろうから、少しぐらい待ってもらっても許されるだろうと考え、 後者は他人にも暇な時間がどっさりあると考えている。どちらも自己中心の考え方であることはいうまでもない。
っていう文なんですけど
it seems that many people who are too busy and too leisure cannot keep time precisely.
the former think they will be forgiven to keep others waiting a moment since others are probably not so busy as themselves and
the latter think others also have as much leisure time as they do.
everyone knows that both these ways of thinking are egocentric.

It seems that there are two kinds of people who are not punctual: those who are too busy and those who are too unbusy. The former consider themselves busier than anyone else and think it to be excusable to keep others waiting for a while, whereas the latter think that others also have as much spare time as they do. Needless to say, both (types of) people are self-centered.

暇な unbusy ではなく free でも良いかと。
Space Alc で調べみて下さい。

添削してみました。

It seems that there are many people who are too busy or who have too much time trouble with being punctual.
The former might think that the other person is probably just not as busy as themselves, forgive them and wait a moment,
while the latter thinks being a little late is OK because other people have as much time as they do.
There is no need to say that both ways of thinking are selfish.
