進行形にできる動詞・できない動詞

受験は、資格試験ではなく、選抜試験です。つまり、前者が技能のレベルを確認する試験であるのに対し、後者は振り落として数を少なくするのが目的の試験です。 したがって、無意味な英語の知識を一生懸命探し出す結果になります。 それも、出題者が英会話できないのにです。（少なくとも私の大学はそうでした）

問題で以下のようなものがありました。 【次の各文の( )内の語を適する形になおしなさい。２語になるものもあります。】 My mother (watch) TV when I came home. 答えは was watching でした。 これは had watched では間違いでしょうか？ 過去進行形は過去の瞬間を表すので「私が帰宅したとき、母はテレビを見ていた。」で、 過去完了形はこの場合継続で、「私が帰宅したとき、母はずっとテレビを見ていた。」になるような気がして、どちらも大丈夫なのではと思ってしまうのですが… 問題の解説、また過去進行形と過去完了形の違いの解説をよろしくお願いします。

After all, it seemed pretty obvious that her dreams of having children had been crushed. Then a miracle happened. She had triedの部分は過去の一定期間赤ちゃんを妊娠しようとした、という感じでしょうか？had been crushedのところはなぜ過去形ではダメなのでしょうか？よろしくお願いします

By the time, by then 文 By the time I got to the party, most of the other guests had left. のようにby the time文より、後の文はもひとつ過去になるので had+ part participleになるのはわかるのですが、 (1) I had a lot of work to do last night. I was very tired by the time I finished. (2) By the time I finished my work, it was too late to go shopping. (1)の文は by the time を whenのように訳してもいいのではないか？ 「～終ったときにはとても疲れていた。」と。 (2)の文は 「～仕事を終えた頃には（までには） 買い物に行くのには遅くなりすぎていた。」となる。 この考え方は あってますでしょうか？ 確認がしたいです。 よろしくお願いいたします。
