how の解釈の仕方を教えて下さい。
お世話になります。 コンピュータープログラミング関連の書籍の中の一文なのですが how の解釈の仕方が分からず困っております。 以下がその文章になります。 And, of course, your extension should be written under the best practices, with respect to the programming in general and how code is written in Yii. how 以下はどの文に係り、どのように和訳すればよいのでしょうか？

how code is written in Yiiは、the best practices（最も効果的、効率的な方法）にかかります。YiiはおそらくYii frameworkかと思いますが、意味としては「Yiiにおいてコードがどのように書かれるか」となります。 with respect to the programming in general and how code is written in Yiiの、with respect to[～～に関して,～～について]はprograming in generalとhow code is writtenの二つにかかります。つまり、 (1)プログラミング一般に関してと(2)Yiiにおいてどのようにコードが書かれるかに関しては最も効果的、効率的な方法を用いて拡張が書かれていなければならない。 ということです。

以下の文章でHowを使った部分が二か所あります。 He calls back to say how stupid he was and how he wanted me back. 最初は「なんて自分はバカだったんだ」という意味で、 感嘆文だと理解できるのですが、 次はHowの後ろに文章があります。意味は「自分に戻ってきてほしいと強く願っている」という感じだと思うのですが、 Howの後ろに通常の平叙文がつく場合でも感嘆文なのでしょうか。 手持ちの文法書を見ても例が見当たらず…。 どなたか教えていただけますでしょうか。 また適切な訳もお願いいたします。

1) They told reporters how they escaped death in the accident. (about howでもいいのですか？aboutが省略されているのですか？） ２) She told me about how Brazil's omnipresent wealth and the starvation of the poor people brought about crime. （この文はtold me about howです。aboutは省略してもいいのですか？） about をつける、つけないで、文章のニュアンスが多少違ったりするのでは？と感じています。 ご存知の方がおりましたら、教えていただけますでしょうか？
