このeven if はよく出てくる「たとえ、・・だとしても」ではないですね。 reconsider how, and even if, they should be delivering assistance to Afghan civilians ということころを分解すると、 reconsider how they should be delivering assistance to Afghan civilians, and even reconsider if they should be delivering assistance to Afghan civilians, ということでしょう。 いかなる方法で援助すべきかについて再考する、そしてそればかりかそもそも援助すべきかどうかについて再考する（ことを促した） ということですね。 おっしゃるとおり、Do you have any advice on how, and even if, I should proceed?と同じでしょうね。 ちょうど1週間前、兵士たちが3人の援助外国人とそのアフガン人運転手を殺しており、このため、国際支援団は、すべての外国人を追い出すことに力を注いでいる軍事的な高まりの前で、アフガンの一般市民に対していかなる方法で援助すべきかについて、そしてそればかりか援助すべきかどうかについてさえも再考を促されることになった。 てな感じでしょうか。

how and even if A = even if A, how A と A の部分を２度繰り返すと考えればよいと思います。even if A は A の可能性がないのかも知れないぐらいに困難を伴うものであることを一瞬のうちに suggest しています。２番目の文例も同じです。

前置詞の目的語のhowで、「どのように」やとすると不自然なhowは どのように訳せば良いでしょうか？ 例えば、 1.He used to always brag about how his ancestors were Puritans. 2.My mother would freak out if she knew I was going up there with you and I'd get the standard lecture about how she never did that kind of stuff when she was a kid. などです。 よろしくお願いします。
