No2さんに投票したのですが、補足として。。。 通常は文を次の2つに分けると考えやすいです。 By from and for (what) (何から、何の為に) what purpose was this city built? (何の目的でこの都市は作られたのだろう?)

By whom and for what purpose was this city built? の誤り、という可能性も捨てきれませんね。 「この都市は誰によって、どのような目的でつくられたのだろうか?」

by という前置詞に続けて from や for という前置詞が置かれていては、頭が混乱してしまいそうですね。 いくつか説明のしようがあるかもしれませんが、By what purpose was this city built? という文の中に、from and for (由来と目的は) という文句を入れた文だと見ることも出来そうに思います。 だから二重に疑問を呈しているわけです。「由来と目的は、この都市が建設された目的は、何なのだ?」 あるいは 「どういう経緯があって、何のためだったのだろうか、この都市が建設された目的は何だったのだろう」 みたいな文だろうと思われます。
