すみません。NO.1です。 逆進的というのは、重税かどうかということは関係ないので、「貧乏人に重い、金持ちに軽い」という言い方はちょっと誤解を招きますね。「相対的に貧乏人に重く、金持ちに軽い」という度合いが、(1)では極端で、(2)では穏やか、ということでしょうね。
