on more occasions than not の部分は挿入されていますので、文全体を考えるときにはこれを外してしまって the reality is that those invoking such powers act so as to minimise .... とすれば分かりやすいでしょう。 で、S=reality, V=is, C=that節、という形の文ですから「現実はthat以下である」ということですね。 次にthat節の中を見ますと、S=those, V=act という形ですので、「彼らは行動する」ということで、「彼ら」をinvoking such powersで修飾していますので「そのような権限を発動する彼らは」となり、どのように行動するかというとso as to minimise...で説明していますので、「そういう検討制度が用いられる可能性を最小限に抑えるように行動する」というわけです。 この文にon more occasions than not を付け加えると完成です。

英字新聞の一文なのですが、文内の"any more than"の意味が分かりません。色々と"any more than"を調べてみたのですが...。こんな文章です。 Diplomatic observers were skeptical whether this agreement would hold up any more than previous such deals. これは北朝鮮ロケット実験後に掲載された、米朝による食糧支援合意に関する文章です。 文法書などで調べたところ、"any more than"には否定語が必要だとありました。なので、この文章は"or not"を省略し、本当は、 Diplomatic observers were skeptical whether this agreement would hold up (or not hold up) any more than previous such deals. なのかな？とも考えました。 どなたか宜しくお願い致します。

文1（Do you think this book is more interesthing than the one he wrote.） 文２（The bananas in the box are better than those on the table.) 文１ではthe one 文２ではthoseがそれぞれbookとbananasの反復を避けるために使われているわけですが、この2つを入れ換えて文１にthose 文２にthe oneを使うことが出来るでしょうか？
