訳してもらいたい文(単語？)があります・・・！
the reality is that, on more occasions than not, those invoking such powers act so as to minimise the availability of such revies mechanisms. という英文を訳していただきたいです。 「実際はそういった手法の再調査を最小限にする程の権限の実行を発動しているそれら・・・」というように訳しだしたのですが、途中で行き詰ってしまいました。 特に on more occasions than not,の訳し方が分からないのでこの部分の構文も含めて説明していただけたら嬉しいです。

こんにちは！ 文脈がないので、想像での議論になりますが―― The reality is that, on more occasions than not, those invoking such powers act so as to minimise the availability of such revie【w】 mechanisms. revies は review と考えます。間違っていたら教えて下さい。 （１）The reality is that .... 「現実は～だ」の構文です。「現実には」 （２）on more occasions than not more likely than not と同じく、「そうでない場合よりもそうである場合のほうが多い」ということです。50％以上は、ということですが、「大体は、ふつうは」くらいの意訳でいいと思います。generally, normallyと同じと思っていいでしょう。 （３）those invoking such powers これが that 節中の主語です。powers はなぜ複数形か、ここからだけではわかりませんが、一応「権力」と訳しておきます。thoseは「人々」の意味だと思います。invokeは、「呪文で呼び起こす」⇒「～を揮うようになる」という意味に取りました。 （４）act so as to actがthose「人々」の動詞です。「行動する」so as toは普通は目的ですが、ここは in such a way that they may minimize という意味でしょう。「～なように行動する」 （５）minimize the availability of such review mechanisms availability は、「（他の人々の）入手（利用）可能性」です。「そのような査察システムが利用される可能性を最小限にする」 つなぎますと （全訳）現実には、そうした諸権力を揮うようになる人々は、そのような査察システムを他人が利用する可能性を最小限にするよう行動するのが普通である。 となります。権力者が、本能的にチェック機関を忌避することを述べている文脈であると想像しました。

on more occasions than not の部分は挿入されていますので、文全体を考えるときにはこれを外してしまって the reality is that those invoking such powers act so as to minimise .... とすれば分かりやすいでしょう。 で、S=reality, V=is, C=that節、という形の文ですから「現実はthat以下である」ということですね。 次にthat節の中を見ますと、S=those, V=act という形ですので、「彼らは行動する」ということで、「彼ら」をinvoking such powersで修飾していますので「そのような権限を発動する彼らは」となり、どのように行動するかというとso as to minimise...で説明していますので、「そういう検討制度が用いられる可能性を最小限に抑えるように行動する」というわけです。 この文にon more occasions than not を付け加えると完成です。

on more occasions than notは、「（そうでない場合より）より多くの場合には」ということです。「どちらかといえば～のことが多い」のように訳しても良いと思います。 「現実には、そういう権限を発動する人は、より多くの場合、再調査メカニズムの利用を最小限に押さえるために行動する。」 （reviesはreviewの間違いと推定しました）
