質問

1、It was too difficult problem for me.はIt was too difficult a problem for me.が問題集では正解になってますがなぜaが入らないといけないのか？
2、Half the students have made the same mistake.とHalf of the students....とではどちらがいい文章なのでしょうか？
3、How much dose it cost to hire a car by the hour.はなぜby theを「per」の意味のanにしてはいけないのか？
4、I'm in the wrong on that point.は直訳すると「私はその点に関して間違った人々の中に属する」ということですか？（the+形容詞で～の人々という形でとらえていいのか？）

１）は、正解だとされている文章自体、何か変な感じがします。こういう言い方はしないのではないかという気がします。

　　It was too difficult problem for me. というのは problem の前に a を付けても何か変な感じなのです。こういう構文で、too の後に来るのは、通常、形容詞か副詞で、difficult problem に too がかかっているのではないのです。It と problem が同格だということになりますが、「或る問題が難しい」ので a を付けるので、その場合、a difficult problem にはできないのです。

　　A problem was too difficult for me. が自然な感じがするのですが。

　　２）は、Half of the students の方が、文章語に近いように感じられます。「どちらがいい」かというより、これは表現が違っていて、Half the students の half は形容詞で、「半分（ぐらい）の学生」で、学生全体を考えて、大体半分という感じで、Half of の方は、「学生の半分」で、学生を半分に割って、その半分を、half という名詞で表現しているのです。名詞の half を使う場合は、学生を明確に二つに分けていることになります。形容詞の場合は、「全体の半ば」という感じで、二つに割っていないのです。

　　３）は、per の意味で a(an) を使うのは用例が限られているというべきです。3 dollars an hour という言い方はすると思います。しかし、一時間幾らの「幾ら」の部分が遠いと、an hour の an が per の意味としては、捉えにくくなるので、慣用的にこういう言い方をしないのでしょう。hire a car an hour だと、「一時間当たり一台の車を借りる」になって、「一台の車を一時間当たり借りると」という意味にならないのでしょう。（「一時間当たり一台」か、「一時間当たり借りる」か、名詞か動詞に付くかで違いが出てくるのでしょう）。

　　４）は、「the＋形容詞」で、確かに「何々な人」という用法がありますが、ここでは、in the wrong という熟語があり、「わたしは、その点で「間違っている」」という表現は、be in the wrong で表現されるので、この意味に読めるので、the wrong を悪い人などと考えないのでしょう。また、I am among the wrong なら、まだ、「悪しき者のあいだにいる」とかなるかも知れませんが（こんな表現があるかも疑わしいですが）、in the wrong では、成句になっているので、別解釈は、こじつけになると言うことでしょう。

(A) This topic is difficult. → This topic is so difficult that I can't explain it.
(B) This topic is a difficult issue. → This topic is so difficult an issue that I can't explain it.

(A) も (B) も so と that 節のコンビネーションで difficult を修飾しています。(B) は名詞にかかる形容詞を修飾している点が違うだけで、原理は (A) と同じです。(B) の形もわりと普通に見かけるような気がします。

一方、It is so a difficult issue for me to explain. という文は、so と too を混同しています。文脈から自明でない限り so difficult (それくらい難しい) とは「どれくらい難しい」のかを that 節または as 句でしっかり補足するのが英語のスタイルではないでしょうか。

『so 形容詞 a 名詞』の形はあります。
が、しかし、
『so ～ that …』の『so ～』の部分には、
『so 形容詞 a 名詞』の形は来ませんので、

補足要求を拝見しました。

出先から回答したとは言え、ちょっと答え方がお気軽ですみませんでした。１に関しての私の説明が悪かった為、＃５のような疑問がでたのかと思います。

この文で伝えたい事は何かと考えて、そして言葉の順番を少し替えます。そうして英訳すると、

(a) The issue of this topic is too difficult for me to explain.

(b) It is too difficult for me to explain the issue of this topic.

(c) The issue of this topic is so difficult that I can't explain.

というような英訳が浮かびました。

16kiさんは高校生ということなので、

too ~ to do = so ~ that can't

の書き換えも参考書にあると思います。だから（c）のようにも英訳することができます。

それでは、junjun24さんの例文を見てみましょう。

This topic is so a difficult issue that I can't explain it.

→　This topic is such a difficult issue that I can't explain.

It is so a difficult issue for me to explain.

→ It is such a difficult issue for me to explain.

"IT"がなければ、この英文は良いと思います。訂正前の文を和訳したら、

「このトピックはこのトピックを説明するのが難し過ぎる。」

となりますよね？　ということで、"explain"の後に"IT"はいらないです。

最後に問題の用法です。

大学受験の参考書を見てみました。
う～ん、確かに「too +　形容詞　＋　a/an ＋名詞」がありますね～。
ただ、高校生としては、上にある　「(a)　=　(c)」の書き換えの方が、このような使い方よりも大切なんじゃないのでしょうか？

私もstarfloraさんと同じように、この英文を読むと違和感を感じます。アドバイスとしては、他にもっと的確な言い回しがあるのだから、あえてこのような言い回しをすることはないのではないでしょうか？

あと、おせっかいな一言ですが、便乗質問をすると管理者に削除されることがあります。私も一度してやられました。次回からは、新たに質問を立ち上げられた方が、いいような気がします。私もある質問を見て疑問に思った事を自分で質問を立ち上げて聞いた事があります。そうして無事、疑問点は解消されました。ついでに言うと元の質問者の方にも、私が質問を立ち上げた意図を理解して頂き、何の波風もたたなかったです。

私見では：

　　これを英語に訳すと、次のようになるのではないでしょうか：

　　This topic is too difficult as a problem for me to explain.

　　as a problem は、as an issue でもいいのでは。例示の四つの文章は、英文として、いずれもおかしいと思います。

　　This topic is too difficult a problem for me to explain.

　　という英文は、不自然だと感じます。

＃３で答えた者ですが、すみません、言葉が足りませんでした。

１の文を

"It is/was too difficult "　＋[to 不定詞」か「that　節].

という構文と考えたらという意味で、"It"で始まる文だったらということです。

下のように、

"It was a difficult problem."

という英文が基本になった場合に、"too"を入れるとしたら、

"It was too difficult a problem for me."

は、可能性として皆無といえないような気もしますが、（受験英語の参考書の例文としてです）、現実には、アメリカ英語に日常的に接している者としての感想ですが、読み書きでこのような文章が出てきたら、 暗号解読のようでかなり違和感を覚える表現だと思う、と補足しておきます。

私の経験でいうと、イギリス英語の表現とアメリカ英語の表現では、異なる部分があるので、ご質問にある英文がどちらの英語をもとに作成されたかによって、解釈の仕方が変わることもある、ということも申し上げておきます。

1の文で、主語は"It"ですが、"It"で始まる英文だったら、"to do ~"または、 "that節”があとにくるもんです。この英文だけを読むと、一体何が"It"なの？という疑問があります。

また、皆様がご指摘のように"problem"は加算名詞だから、単数だったら冠詞の"a"が"problem"の前方に（"problem"の前に形容詞があったら、その形容詞の前に）ないといけません。

この文が、

"This problem was too difficult for me."

なら何も問題はないです。

２は＃１の方のご回答に同意。

３ですが、こんな言い方は、英語でも日本語でもしないと思います。車を雇う、そんなことは、できません。運転手だったら雇えますが。

(a) "How much does it cost to rent a car per hour?"
(b) "What is the hourly rate to rent a car?"

(b)の方が、現実的です。

４ 原文の意味がわかりませんが、このようなことを言いたいのでしょうか？

"I belong to the wrong group of people in regards to the issue."

の形の構文です。

例）It's too difficult a book.
「それは難しすぎる本だ。」
　（研究社『カレッジライトハウス』より）

It was a difficult problem.
「それは難しい問題だ。」

の「難しい」を too 「～過ぎる」が修飾して

It was too difficult a problem.
「それは難しすぎる問題だ。」
となります。

「～過ぎる」という意味の too は修飾する語句をひきつけますので、
『a 形容詞　名詞』という語順が
『too 形容詞 a 名詞』という語順に変わります。

もちろん名詞が不可算名詞の場合や、
可算名詞であっても複数形の場合は、
不定冠詞 a は不要です。
