うまく訳せなくても前後の状況から意味は分かりますよね。和訳を求められているのでもない限り、理解には支障はないと思います。寧ろ 日本語に訳さず英語でフィーリングを掴む方が重要です。 でも、これでは回答にならないのでお答えします。この用法は ご察しのように「too～to構文」の一種と考えてよく、tooが省略されていると思って結構です。そして、この場合のto不定詞の用法は「限定補足」になります。

she just decided to buy me a new computerという文のjustはどういう役割を果たしているのでしょうか？「彼女はちょうど私に新しいパソコンを買い与えることに決めました」では、どうも間違いな気がするのですが..回答おねがいします。

(1) To be a member of society one has to learn certain skills. 社会の一員であるためには何かある技術を身につけなければならない この文の構造は To be a member of society：不定詞の副詞的用法 one：一般の人を表す で、本来なら One has to learn certain skills to be a member of society. のところを副詞を強調するため(?)に文頭にだしたということでいいんでしょうか？ (2)The + 比較級～, the + 比較級 The more skills one masters,the greater contribution one can make to society. 多くの技術を習得すればするほど、社会に対して大きな貢献をすることが出来る これはよくわかりませんが元が One masters skills.
