英語の論文

To what extent can policy be implemented when the people involved are unhappy with the policy? 上記について2000字の論文を書かなくてはならないのですが、なにをどのように書けば良いのか思いつきません。英語の論文の書き方については理解しているのですが、このテーマについて何を書くと良いのか、知恵を貸して頂けるととても助かります。宜しくお願い致します。

１。訳 　巻き込まれる人々が、その政策に不満である場合、当該政策はどの程度にまで実施できるか。 ２。これ普通考えることだろうと思ったことを二、三、 　まず、２千「字」なのは、英文なら普通「語」が単位だと思います。 　次に、この「政策」とは、どのように影響するかという「範囲」 　次に、誰が決めるのか、ある一群の民間人なのか何らかの「決定者」 　次に、一般人が決めたものでないなら、その必要性の「根拠」 ３。まあそんなことが、出発点になるっかもしれないと思います。
