The police were baffled as to who was responsible for the homicide. as to who のあたりをどのように訳すのか教えてください。 なぜここに to がくるのかわかりません。 よろしくお願いいたします。

as to ～は as , to のそれぞれの意味を考えるのでなく、 これで熟語として「～について」というのは非常に有名です。 who 以下は who 一語でとらえず、 who was responsible for the homicide で、 間接疑問文（名詞節）として、 as to という前置詞の目的語となっています。 「誰がその殺人の責任者（→張本人）であったのかについて、 警察は悩まされた（→犯人の見当がつかなかった）」 もともと、疑問詞 who が was の主語であるため、 「誰が～か（したか）？」という疑問文でも肯定文的語順、 間接疑問でもそのままの語順。
