ある英文でわからないことがあります

That is, one person is being killed or injured every 20 minutes. この英文のThat isのあとにコンマがありますがこのコンマはどのような役割をしており、なぜここにコンマがあるのかわかりません どなたかわかる方教えてくれませんでしょうか?

前に、１年に何人かの交通事故の死傷者がいる、とでもあるのでしょう。 That is, は That is to say ともいい、 これで「すなわち」で、ここでコンマで切るのが習わしです。 でないと、普通の That is ～「それは～だ」と区別できないので。 すなわち、20分ごとに１人の死傷者が出ている（ことになる） この that is は多くの場合、名詞の言い換えですが、このように、文的なものの言い換えとして 後に文がくることもあります。

thatの省略をしめしています。thatをいれるとthatが短い文章のなかに二回でてきてしまいますが、このような同じ単語の繰り返しを英語はきらいます。カンマは単語がそこで省略されているしるしとしてここではつかわれています。

あと、今回は前がピリオドで、 「すなわち」が文頭に来ていますが、 多くの場合、 A, that is, B 「A, すなわち、B」というふうに、言い換えられる方の後に コンマではさむ形で、,that is, とするのが正用法です。 今回は A. That is, B という形です。
