Voteの意味が分かりません
ちょっと長いですが、最後の一文の意味が分からず、難渋しています。 US Defense Secretary Donald Rumsfeld was asked how long the war would last. He said that he didn't know, because the enemy got to vote. これは単に投票すると訳すとおかしくなるように思います。教えてください。

When I identified myself ,he said he didn't expect me to be blond , since he was looking for a fellow Jewish and then he laughed , because of all times he himself had been told he didn't look like what people expected , because he too is a blond Jewish. 文章の途中なのでわかりにくいかもしれません。 疑問に思ったのは、what people expected のところで、ここは時制を後ろにずらす必要があるのではないかなと思いました。 この部分について教えていただけると助かります。

Several months ago my family and I pulled into our driveway in my vehicle. We noticed that there were wires pulled down underneath my husband’s vehicle. It turns out that someone cut his brake lines! I was totally freaked out and wanted to call the authorities to make a report. He vehemently refused and said it wouldn’t do any good. ありがとうございます。前後の文脈を質問文に入れるべきでした。ここで言うenemyとは、あるかいだとイラクのゲリラ勢力のことなのです。だから、「投票」という訳がしっくり来ないんです。
