直接話法のコンマ
(1) Did you say "thrity"or"thirteen"? (2) I said "thirty." という文があります。 直接話法の引用符の前のコンマの約束は，どうなっているのでしょうか？ (2)の文では，引用符の” ”の中が1語だと，前にコンマは，不要とかそういう約束があるのでしょうか？ (1)も何か釈然としませんが，どうなのでしょうか？

某参考書の問題です。 早稲田の理工の問題だそうです。 The differences in nationality within the American pattern may be illustratedby the fact that it is not uncommon for one American to say to another, "What nationality are you?" meaning,"What country did your ancestors come from?" と言う文ですが、私は , "What nationality are you?" meaning, の部分を、コンマで挟まれているので挿入、あるいは次の "What country did your ancestors come from?" と言う言葉でパラフレーズするためのコンマかと思ったのですが、 参考書の解説ではmeaningは分詞構文であり、meaningの前に見えないコンマがあることに気づかなければいけないようなことが書かれております。 最初からコンマが書いてあれば、分詞構文だと分かるかもしれませんが、コンマがなかったのでWhat nationality are you?" とmeaningにはVOかSV関係があるのかと考えてしまいました。 もしかしたら引用符で囲った箇所、ことに直接話法の発言部分に関しては前置、後置を問わず修飾できないと言う語法があるのでしょうか?

(1)ではなく(2)となるのはどうしてですか？ what は主語にはならないのでしょうか。 英和辞典に、 I explained to her what was the matter. という文が載っていましたが、この文との違いがよく分かりません・・・ 分かりやすく教えてください。 よろしくお願いします。
