to　that以下found at the scene of a crimeがsomeone's DNAを修飾しているのですよね？
そうするとtoだけでいいのではないでしょうか？thatって必要でしょうか？

compare A to B は A と B を比べるということです。to that 以下 found at the scene of a crime が someone's DNA を修飾しているのではありません。someone's DNA と that (=DNA) found at the scene of a crime を比べるのです。found at the scene of a crime は that を後置修飾しています。

compare A to B は「A と B を比べる」ですね。その際 A も B も名詞であることが必要です。 A to found では B にあたる名詞がありません。

　that がそのB にあたる名詞です。必要です。
