Typically, industry managers think of technical risk when considering risk management. It is critical to understand that the public’s ranking of perceived risk may not be highly correlated with actual technical risk. Perceived risk can be skillfully modified and presented to arouse the sympathy of the media, politicians, and the regulatory community. However, the regulatory group is generally resistant to this type of pressure and if the restoration approach is not well-planned and presented, it may suffer defeat in the public forum.
