この them はもちろん，one particular person です。 日本の学校文法では，単数は he, it で受ける，複数なら they。 they, them が何を受けるかは，前の複数形の語を探せ，というのが鉄則です。 例外的に Everybody does it, don't they? のように，付加疑問で everybody は they で受けるということは私が学生時代から書かれていました。 実際の英語では，person など単数であっても，he は sexism の観点から避けられ，they で受けることが多くなっています。 確かに，bullying という行為が「時」とイコールというのに，違和感があるのはわかります。 ただ，ここで that にして，「～ということ」としてもかえって「行為」の意味は出にくいです。 関係代名詞 what が「もの」だけでなく，さまざまな意味に解釈できるように，この when も「時」から「場面，状況，現象」という意味合いにとることができます。 そのような when の柔軟性と，究極の copula である be 動詞によって，十分成立している英文だと思います。

I remenber when he was a child. この文章の意味が「私は、彼が子供だった時のことを覚えている。」 となっていたのですが、when（接続詞）には名詞節と副詞節があり、 この場合は明らかにremenberの目的語で名詞節になるのはわかりますが、whenの名詞節は「いつ～するか」であって、「～時のこと」などという意味は辞書にも載ってません。前後の文脈からして前者が正しいのもわかりますが、文法的説明をよろしくお願いします。
