下記の文章で困っています。
こんにちは。 下記の本文の文章がよくわかりません (前文) Applicants for permanent resident visas are required to undergo a comprehensive medical assessment, including an HIV test, as part of the application process. (本文) Applications from people with HIV are routinely refused, on the basis that there would be an undue cost to the Australian community if the application were approved. これは［HIVを患っている人々の申し込みは通常拒絶される。 理由としてはもし、ビザが認められた場合、オーストラリア 社会に途方もない金額を支払わねばならないからである。］ 私はこのように解釈したのですが、これであっているのでしょうか？ これは政府が患者が多額の金額を治療のために支払わなければならないので、それを心配して？ビザをあらかじめ、拒絶するのでしょうか？ なにか政府の対応がおかしい気がしてしまうのですが・・ よろしくお願いします。

患者が多額の費用を支払うのではなく、オーストラリア社会が患者のために多額の費用を支払わなければならないことを問題にしています。"an undue cost"が、"the Australian community"にかかると言っています。 通常、先進国では基本的人権尊重の立場から、医療や生活保護に多額の税金を使っています。社会では人は互いに支え合うものとして、理想を追求しているわけです。でも、もし、もとからその社会の構成員でない人が、その社会保障を目当てにどんどん移民してきたら、どうなるでしょうか。費用負担が大きくなりすぎて、社会保障制度が破綻してしまうでしょう。

最初のお二人がおっしゃるとおり、オーストラリア政府が医療費を負担する（生活保護等で）可能性を回避するために、HIV保持者の永住権申請を却下するということです。オーストラリアの保険制度をよく知らないので確信はありませんが、イギリスでは在住者の医療費は無料だそうですので、似たような制度があるとすると納得いきます。 ちなみに、アメリカでも永住権申請の際はHIV検査を含む健康診断書の提出が義務付けられていて、HIV保持者の申請は却下されると聞いています。低所得者には政府が医療費を負担する保険制度があるためです。永住権申請にあたっては、最低１～２年は十分暮らしていけるという経済的保証（仕事あるいは貯金）の提示が必要なのにもかかわらず、です。

Cornell大学医学部の臨床実習に2ヶ月間、その後、9日おいて、Baylor大学医学部の臨床実習に3ヶ月間参加する予定ですが, CornellのHPには、 Visiting students are not considered degree candidates at the Weill Medical College and no student visas will be issued to them. You are encouraged to visit the United States as a tourist. と書かれていて、VISAを出してくれそうにありません。 一方、BaylorはI-20を発行してくれそうですが,Cornellに行くためにI-20の発行を前倒しにしてくれるように要求するのは正しい判断でしょうか？ また、何か別によい手段があるでしょうか？
