日本人に「国民番号」はあるのでしょうか
ニュージーランドの観光ビザ申請書に、以下の文言がありました。 Do you or any other person included in this application have a national identity number, or other unique identifier that was issued to you by any government? 政府が発行した国民番号というものはあるのでしょうか？あれば、何の番号が該当しますか？

結論から言うと、ありません。 他の方ご指摘の住民基本台帳番号以外にも、旅券番号、免許証番号、基礎年金番号などいろいろな数字が政府から発行されていますが、いずれも、その数字だけで身分を証明するだけの効果は認められていません（一番近いのは住基番号ですが、役所での所定の手続き以外での証明力はないため、たとえばカード会社が本人確認に利用するといったことはできません）。 たとえばアメリカの社会保障番号は民間でも広く利用されている、公的証明力のある番号なのでＩＤ番号といって差し支えありませんけれども、ビザ申請に書くべき全国的ＩＤ番号は日本にはないということです。

ご回答、どうもありがとうございました。 住基ネット、参加を拒否している自治体がいまだにあったように思います。。確かに現状では一番近いものですね。

10年前の開始時になんだかんだと問題になった「住民票コード」が、それの１つにあたると思います。住民票コードは住基ネットで管理されています。 ただ、これはあくまで日本で管理されている「国民番号」の１つであり、詳細は以下の「日本」の項に。 http://ja.wikipedia.org/wiki/%E5%9B%BD%E6%B0%91%E7%B7%8F%E8%83%8C%E7%95%AA%E5%8F%B7%E5%88%B6 日本において「あらゆる行政サービスを包括する身分証明書は現在のところ存在」しない・・となっていますね。でもようやく2015年にそれにあたるシステムが開始するとか。

住民基本台帳ネットワークシステムで使っている「住民票コード」が それにあたるといえばあたるかな、と思います。

- マネーオーダーの裏面の書き方を教えてください！！
国際郵便小切手を発行してもらったのですが、表はわかるのですが裏面に二箇所ほど何かを書くようなスペースがあります。ここって何か書くんですか？ 一つ目のsignature of the payeeの欄は普通にサインでもするのでしょうか？ちなみに上には「The payee may not endorse this money order to any other person or firm.」と書いてあります。 二つ目のtype of identification and numberの欄は何を書くんですか？上には「proof of identity must be shown.」と書いてありますが、何の証明なのかさっぱり分かりません・・ どなたか分かるか方教えてください！

Basic Purchase Agreementの文中にうまく和訳できない部分がありました。 この項目では、第三者への損害に関してを扱っています。 "Indemnify and keep the other party indemnified against any loss, liability or claim that may be made against them by any person whosoever consequent or on in respect of such damage." 上記中、"by any person whosoever consequent or on in respect of such damage"の部分が特に解りませんでした。 取りあえずの和訳は下記の通りです。 「このような損害に関して、第三者が被ったいかなる損失、債務または要求に対して補償し続けることとする。」 訂正頂ければ幸いです。 よろしくお願い致します。

ご回答、どうもありがとうございました。 住基番号は確かに一番近いと私も思いますが、おっしゃる通り、自治体の行政手続き以外にはあまり関係がなさそうですね。「無い」という結論を示して下さり、すっきりしてビザ申請書を準備できそうです。
