こんにちは。 Scientists say (that) 科学者は言います → 科学者が言うには～ということだ。 studying the plates プレートを研究することは → 地層のプレート研究は may help them know 彼らが知るのを助けるかもしれない → 彼らにとって知る手助けになるかも知れない when earthquakes will happen. いつ地震がおこるのか → 地震の起こる時を これは、helpが動詞の原型を取るところが味噌で、それ以外は上のように、前から訳すと意外と簡単にできると思います。

実際に行ってみないと、どのような結果になるかはわからない。住民に負担がかかってしまうかもしれないが、赤字の削減にもなり、それが地域の利益にもなる可能性があるのであればやってみる価値はあるように思える。 If we do not try, we will never know what result we are capable of.
