こんにちは [by]は前置詞で、終了時刻・期限の[～までに]と訳します。 [the end of the decade]は、[10年間の終わり]になります。 両者を併せると、 [by the end of the decade] [10年間の終わりまでに] となります。 意訳すると、、、。 先進国は、この10年で二酸化炭素や他の温室効果ガスの排出を減少させようとしています。

decade に相当する概念が日本語には無いのですから自然な日本語に訳すのは難しいですね。 千年紀という言葉は聞いたことは有りますから、「この十年期の終わりまでに」としておけば分かる人には分かるでしょうね。 みんなに分かるようにするには「十年期」の意味を別途記しておく必要があります。 質問者さんは decade の意味をちゃんと理解しておられるようですからこの注釈は簡単に書けますよね。

回答、ありがとうございました。 ＞decade に相当する概念が日本語には無いのですから自然な日本語に訳すのは難しいですね。 その通りです。今までいただいた中では、「この10年」というのが一番近いかなと思います。「この」をどう解釈するかは、あいまいにしたまま一応そう訳しておくのがいいかな、と思っています。

No.2の回答者ですが、説明不足でしたね。 「1970年に書かれた場合は…」については、その際には、「1980年までに」になります。 この"the decade"は、theがついているとこがポイントで、単に「これからの10年」を指すものではないと考えられます。「この先10年で」といいたいならば、"in ten years"とするのが普通です。 お尋ねの英文は、その内容から地球温暖化への対策に関係した文と推察し、最近書かれたものだと考えたので、「2010年までに」と判断しました。 地球温暖化で京都議定書が話題にのぼったのは、1990年代であり、その年代に書かれた英文であれば、「2000年までに」という解釈になります。 いずれにせよ、この場合のthe decadeは80年代、90年代といった区切りとして解釈するのが妥当だと思います。

[ decade：10年]の基準は、文章で判断するしかありません。 2000年を基準にした文章であれば2010年ですし、今年発表された文章であれば2014年になる可能性もあります。 もちろん、今年発表されても、基準点が2000年であれば2010年です。

A group of companies created the Chicago Climate Exchange in 2003. But carbon trading in the United States is not based on legal limits, as in Europe. About one hundred thirty nations have signed the Kyoto Protocol. The United States has not approved it. This is largely because big developing countries like China and India are not required to make the same cuts as wealthier nations. But enough nations have approved the Kyoto Protocol for the teraty to take effect. It aims to reduce the amount of carbon dioxide produced in the world to levels below those recorded in 1990.
