In spite of being the world's biggest generator of greenhouse gases, the US refused to ratify the Kyoto Protocol whose purpose is to reduce CO2, citing doubts about the science of climate change and the protocol's effect on economic growth in the US. The new US report reveals that US greenhouse gas emissions was high in the past. But the report highlights that a ratio of greenhouse gases increase with economic growth is less than before. Rees says “US government is struggling to reduce emissions whilst achieving economic growth. But the present US strategy is not enough to cut annual total emissions. Indeed, the US government estimates that CO2 emissions could grow by 30% to 47% between 2000 and 2025. ” 長文で申し訳ありません。

1)whose purpose is to→the purpose of which is to ※議定書で人物を指す「whose」が違和感あります。 2)US greenhouse gas emissions was→emissions were、あるいはemission was 3)that a ratio of greenhouse gases increase with economic growth→that the ratio of greenhouse gas increase to economic growth <ratio to>という熟語になります。定冠詞の部分はうまく説明できないのですが感覚的に(笑) 4)is less than before.→is not as great as it once was/has decreased 別にこのままでもいいのですが... 5)not enough→insufficient これもどちらでもいいです。

the science of climate change --> CO2と地球温暖化の関連性のようなことを言いたいと思われますが、"science"という語は不適切では? the protocol's effect on economic growth --> 経済への(悪)影響なら"effect"よりも"affect"を使うべきでは? The new US report --> いきなりtheを使うと聞き手が戸惑うのでは? US greenhouse gas emissions was high in the past. --> 現在でもアメリカの排出量は多いのだから、過去形を使うのはおかしいのでは?(主語が複数なら動詞の活用形も合わせるべきでは?) a ratio of greenhouse gases increase with economic growth --> the ratio of greenhouse gases increase to the economic growth とでもしたほうがよいのでは? is less than before --> is decreasing, has been lowered などの表現は如何でしょうか?

「The new US report --> いきなりtheを使うと聞き手が戸惑うのでは?」

     On August 19, 2000, the New York Times reported that an icebreaker cruise ship had reached the North Pole only to discover this famous frozen site was now open water. For a generation that grew up reading the harrowing accounts of explorers such as American Richard Byrd trying to reach the North Pole as they battled bitter cold, ice, and snow, this new view taxed the imagination. In its many earlier trips to the North Pole, the cruise ship had allowed passengers to disembark in order to be photographed standing on the ice. This time, the ship had to move several miles away to find ice thick enough for the photo session. If the explorers of a century or so ago had been trekking to the North Pole in the summer of 2000, they would have had to swim the last few miles. Media reports of melting ice typically focus on individual glaciers or ice caps, but the ice is melting almost everywhere. Given that the 14 warmest years since recordkeeping began in 1866 have all occurred since 1980, this does not come as a surprise. Water shortages are also in the news. Some of the world's major rivers are being drained dry, failing to reach the sea. Among them is the Colorado, the major river in the southwestern United States. In China, the Yellow River, the northernmost of the country's two major rivers, no longer reaches the sea for part of each year. In Central Asia, the Amu Darya sometimes fails to reach the Aral Sea because it has been drained dry by upstream irrigation. Wells are going dry on every continent. As population expands and incomes rise, the demand for water is simply outrunning the supply in many countries. Those with money drill deeper wells, chasing the water table downward. Those unable to deepen their wells are left in a difficult position. The situation promises to become far more precarious, since the 3.2 billion people being added to world population by 2050 will be born in countries already facing water scarcity. With 40 percent of the world food supply coming from irrigated land, water scarcity directly affects food security. If we are facing a future of water scarcity, we are also facing a future of food scarcity. Since agriculture began, the earth's climate has been remarkably stable. Now the earth's temperature is rising, apparently due to the greenhouse effect—the warming that results from the rising concentration of heat-trapping gases, principally carbon dioxide (CO2), in the atmosphere. This rise in CO2 concentration comes from two sources: the burning of fossil fuels and deforestation. Each year, more than 6 billion tons of carbon are released into the atmosphere as fossil fuels are burned. Estimates of the net release of carbon from deforestation vary widely, but they center on 1.5 billion tons per year. The release of CO2 from these two sources is simply overwhelming nature's capacity to fix carbon dioxide. When the Industrial Revolution began in 1760, carbon emissions from the burning of fossil fuels were negligible. But by 1950, they had reached 1.6 billion tons per year, a quantity that was already boosting the atmospheric CO2 level. In 2000, they totaled 6.3 billion tons. (See Figure 2-1.) This fourfold increase since 1950 is at the heart of the greenhouse effect that is warming the earth. The carbon emissions of individual fossil fuels vary. Coal burning releases more carbon per unit of energy produced than oil does, and oil more than natural gas. The global fleet of 532 million gasoline-burning automobiles, combined with thousands of coal-fired power plants, are literally the engines driving climate change. In addition, in recent years the world has been losing 9 million hectares of forest per year. Forests store easily 20 times as much carbon per hectare as does land in crops. If the net loss of forests can be eliminated, this source of carbon emissions will disappear. In the northern hemisphere, the forested area is actually increasing by 3.6 million hectares a year.

Throughout the ages similar sentiments to those of Neil Armstrong have been expressed by poets, writers and artists who have been captivated by the beauty of nature. Scientists have called these gases "greenhouse gases," because in forming a blanket around the earth, they make the earth like a gigantic greenhouse-a place where the heat is trapped, but not allowed to escape. A rise in sea levels will result in flooding in many parts of the world; for example, in coastal Bangladesh, where millions of people, who are already desperately poor, would lose their only way of producing food. In other words, if we want to reduce these gases and so lessen global warming or the greenhouse effect, we have to seriously think about changing our lifestyles.

Do you know global warming? The global warming is the average temperature and water temperature of sea are rising phenomenon. It is a center of environmental problems in the world. It’s since 1980. Many countries are doing measure for global warming. Because the global warming has a big influence on the entire earth. It can be said that global warming is a cause of various environmental problems, and result. Big cause of global warming is carbon dioxide as know to us. Then , how will carbon dioxide makes the global warming. It is because carbon dioxide has the characteristic of greenhouse gases. Greenhouse gases is a gas with working that confines heat on an atmospheric inside in the atmosphere. As for the earth, the atmosphere and sea are warmed by light from the sun. Heat by this sunlight is naturally cooled. But, the greenhouse gases stops this heat. The abatement of emission of carbon dioxide is done all over the world, as measures for controlling global warming for this characteristic. So, it can be said that the earth today is in the state wrapped in greenhouse. The problem of the global warming is not only rising of the temperature. It is that, the balance of the climate collapses.

[Question] Describe what environmental problem you are the most interested in and explain the challenge to address, and the solutions. Write your essay in four paragraphs. [Answer] One of the environmental problems I am the most interested in is the international arrangements such as the Framework Convention on Climate Change. More than ten years ago, the third Conference of the Parties, what you call COP3, was held in Kyoto, where the Kyoto Protocol was adopted. About five years ago, this protocol went into force without the agreement of the United States, which eliminated the second most CO2 in 2009, followed by China. In addition, developing countries including China and India are not forced to decrease emissions. For these two reasons, many environmental specialists wonder if this treaty is effective for the environmental problem. Because of this matter, actually, Australia did not join it at the beginning. (This country joined now.) It seems strange to me that the countries, the GDPs of which occupy the first and second places, are not obligated to decrease greenhouse gas such as CO2. To solve this problem, I think that the Japan's government should lead the green innovation field all over the world. In fact, the government regards green innovation as one of a few available strategies for economic growth. It is often said that environmental technologies of Japan is leading. In my opinion, the government should promote these technologies and help export them. Because China's government says that the country cannot help emitting CO2 to develop, all Japan can do is to give China the same development as that done by emitting extraordinarily much CO2. By importing the technologies, China could develop without emitting so much. Japan's government should show the advantages to that of China; for example, China would improve the international trust, which is the probably most serious problem China faces now. To promotes these green innovation, Japan's government need to secure a considerable financial source. As you know, the government is facing a budget deficit; according to OECD, the budget deficit in relation to GDP of Japan is internationally much and the balance of Japan's debt in 2010 is by far the heaviest. This is why it is very difficult to secure the resource for promoting the green technologies. Because this field is surely expected to improve, however, the government would not love anything. Moreover, it would help the government solve another problem of unemployment.
