"and" の後を見ていくと、"with no language is"となり、動詞"is"が見つかります。では、 動詞"is"の主語は？と考えましょう。 "is"の直前にある名詞"no language"は前置詞"with"と一緒で"with no language"という句になっていると考えるのが普通ですね。文の最後の"with English"というのと対になっていますし。 では主語は？前になければ後ろです。倒置です。否定の副詞句を文頭に置いた倒置です。すると文は、 "it is more unreasonable with no language than with English" となります。 さて、ここで、主語"it"ですが、一体何を指しているのでしょう？比較でよくされる省略されている部分を考えて見ましょう。すると文は、 "it is more unresonable (to regard any language as the possession of a particular nation) with no language than (it is unreasonable to regard any language as the possession of a particular nation) with English" の意味となります。 最後に"with"の意味ですが、「～ついて、関して」の意味で捉えればいいでしょう。私の辞書に次の様な例文があります。 With human beings this is not the case. 人類については実情はこうではない。 以上、この文は、 (1)withの意味、(2)倒置 (3)比較の省略 がポイントですね。
