２番の方が説明されているように、あなたのPCかネットワークに何らかの問題があって、何か不必要なクエリ（問い合わせ）を自動的に発しているようです。 他のユーザーへの危険性を防ぐため、あなたの要求が拒否されている状況と思います。 何をやったときにこれが出てくるかを考慮して、それをやめるか、あるいはパソコンを再起動してみるなどが必要かと思います。

googleのトップページは開けるのですが、 キーワードを入れて検索をかけると、 英語のエラーページが出てきてしまいます。 内容は↓ We're sorry... but we can't process your request right now. A computer virus or spyware application is sending us automated requests, and it appears that your computer or network has been infected. We'll restore your access as quickly as possible, so try again soon. In the meantime, you might want to run a virus checker or spyware remover to make sure that your computer is free of viruses and other spurious software.
