> 両者が同時に成立することはないので、"or"にすべきかと思います。 二者択一でも前置詞がbetween なら接続詞はand です。 choose between A and B →A とB から選ぶ。 例文ではand をorにしても文意が通じますが、 必ずorにすべき理由は無いです。 あえて違いを言うなら、 ア．such {複数形} as A and Bは、複数の例を個別的に挙げる表現、 イ．such {複数形} as A or B は、「一つを選ぶ」ことに注目した表現。 ア．の類例 : Have you ever traveled in Japanese big urban cities like Yokohama and Osaka? イ．の類例 : Do you plan to live in a big urban city like Yokohama or Osaka?

ん～.... such options as といってるから, そのあとにあるのは「選択肢」の具体的な内容だよねぇ. だとしたら and でいいんじゃないかな. もちろん「実際に選ぶ選択肢」は 1つだからその意味では or というところだけど, 「A という選択肢もあるし B という選択肢もある」と考えれば and だよね.

ご指摘のように or の方が options との繋がりがいいと思います。 「まずは民主党をしっかり立て直すことが非常に重要だ。」 この部分は英文には入っていません。前後で語られていると思いますが、この文にはありません。 ニュースでは現在完了がよく使われます。特に、もしこの文がこのニュースの冒頭の一文なら Okada has said ... の方が自然です。
