チリとの戦争で海岸部を失ったことを思い出させるのが海の記念日ということなのでしょう。 With はpride までを支配する前置詞で、そこまでは副詞句、 a central facttor と the Day of the Sea が同格で主語になっていると見るのはどうでしょうか。 そうすると ボリビア人の誇りにとって最も重要な海の記念日は痛恨の敗戦を毎年思い起こさせるものである。 という意味になるのでは？
