TOEIC のような選択式のテストの場合、「通りそうな」選択肢を選んでいるだけでは危険です。与えられた選択肢の内、最も可能性の高い（一般的に使われている）回答を選ぶべきです。例えばこの例であれば、まず (B) は明らかに不適合です。 次に (D) "shortened" ですが、これは "shortlisted" の引っ掛けでしょう。 すると (A) か (C) が本命として残りますが、(C) の語意を汲み取れば、"Other than a few problems ealier,..." とするのが自然です。普通、"...a few 'prior' problems,..." とは言いません。 一方、(A) の "...a few 'minor' problems,..." はごく自然な言い回しです。 よって (A) が模範解答となります。 (C) が「駄目」とは言い切れません。ただ、(C) と (A) とを比較した場合、圧倒的に (A) の方が自然な文章なのです。だから (C) よりも (A) が、優先的に正答となるわけです。 (C) の使用例と (A) の使用例をググってみると、どちらが模範的か自ずとわかります。 [minor]： https://www.google.co.jp/?gfe_rd=cr&ei=01RAU-HxMojH8gfTn4CAAw#q=%22a+few+minor+problems%22 [prior]： https://www.google.co.jp/?gfe_rd=cr&ei=01RAU-HxMojH8gfTn4CAAw#q=%22a+few+prior+problems%22
