The cherry blossoms which were still budding last week began to bloom in the last few days. If this is going to last, they will be in full bloom around this weekend. It looks like we can enjoy the blossom until the middle of April. They were still budding last weekは関係代名詞を使って１つの分にまとめた方が分かりやすいです。 「このぶんだと」は「もしこれが続けば」という表現に言い換えるといいかもしれません。 花見を楽しむは「enjoy the blossom」でいいと思います。 Takatou where I went to last year is the best place to see cherry blossoms around here. 場所を説明するのでwhereでtakatouを修飾します。 cherry blossomは木に咲いてる花全体をあらわす場合通常複数形で言います。 Cherry blossoms are most beautiful when they fall. この場合、いちばんきれいになるということで 特に他の花と比べて比較しているわけではないので theがない方がいいと思います。 theがある場合「いちばんきれいなのは桜の花だ」というような意味にとられがちなのでない方がいいと思います。
