以下の英文を訳してくださいませんか?

以下の英文の訳をよろしくお願いします。 The speaker started to say '...is to take issues...', realised that this is an ambiguous phrase and then corrected him/herself by continuing 'it's taken...' (= it has taken)...'and 'it's used...' I see why you might think this is a passive - and if 'it's' = 'it is' you'd be right. But 'it's' can also mean 'it has'. 前の質問然り、今回の質問も肝心要な所を除いて質問をしていますね。回答者は状況を推測して答えを導くために的外れになる。前の質問は、前文がないため、代名詞のitが何を示しているのかが解らない。今回は、前に提示された質問文が抜けているため、オッサンみたいに暇でない人以外は、何の話をしているか解るわけがない。小言はこれくらいにして 最初の回答者は what it's done is to take issues that apply to ~ 貴方が推測するように、上記の様に言おうとしたが、この言い回しだと意味が曖昧になるたにtoの所で会話を止めて it has taken issues that apply to absolutely everybody and it has used ~ と言い直した・・・・ 't's takenとit's usedは it has takenとusedと言っている。 何故、貴方が受身だと思ったかは理解できる。もしit'sがit isだけとしたら貴方の理解で正しいが、it’sにはit hasの意味もある。 2番目は 英語のエキスパートではないが、この文章は現在完了形以外は考えれない。 (itが何を示しているか解らないための推測)たぶん立法府か議会での話じゃないの?
