前後の文面で意味合いが変わるのでなんとも言えませんが、「talk about」は、「雑談する」という使い方もしますし、「comes by」も「手にする・機会を得る」とも考えられる気がします。 「まぁ、彼は放課後に大体、雑談をしているよ」「彼は放課後にしているよ、放課後のほうが色々と雑談できるから...。」のような感じのようにも思えます。
