Time For Kidsからの英文です。 下記の場合はwhoだと思うんですが、何故かwhom？？？ Lawmakers had lost confidence in Abbott, whom they say mismanaged the country's economy. 自分の解釈では、 Lawmakers had lost confidence in Abbott, who (they say) mismanaged the country's economy. they sayを挿入語句的に処理して、whoで前文を受ける様なカンジです。 これだとしっくり来るんですが、、、いかがでしょう？ 自分の解釈が間違っているorこう言った語法もあるのでしょうか？ どなたかご指南の程、宜しくお願い致します。

手持ちの辞書 （古いもので、「スーパー・アンカー英和辞典」 第２版です） の whom の項を見ると、次の例文がありました。 He brought beer to the men whom he knew were thirsty. この例文には whom の前にカンマがありませんが、whom = the men でしょう。お示しの英文場合と似ていると思ったのは、he knew という挿入文が入っている点です。 辞書の説明には 次の場合は厳密には who を用いるべきであるが、しばしば慣用的に whom が用いられる。 とありました。本来は who であるべきだと思われる場合に whom が用いられることが 「慣例的に」 あるということで、文法的には例外的な用法なのかもしれません。

"I don't know who you've been talking to, ～" 英文を読んでいると、上記の会話文がでてきました。 この文の"who"は元々、"talking to" の後にあるべきものが疑問詞だから前に出てきているので"whom"のほうが正しいとおもうのですが、いかがでしょうか？
