talk on the influence → 影響に関する話(し合い) the influence over ~ → ~に与える影響 という説明でお判りになるでしょうか? ご質問のなさり方からして、恐らく“on”が“talk”にかかっていることがお判りにならなかったのだと推察しますが。“American combat operation”は「アメリカの戦闘活動」でしょうね。

"on the influence"以下は、"talks"(協議)を修飾するのですが、少し長いので文の一番後ろに置かれています。 "talks on the influence"は、「影響力に関する協議」の意。 "over American combat operations"は、"influence"を修飾しています。意味は「アメリカの軍事行動に対する影響力」です。 イラク人に完全な主権が与えられるべきである。イラク人が、どの程度アメリカの軍事行動に影響力を行使できるか、コントロールできるかが重要だ、というのがイラク人指導者たちの考えのようですね。
