Around that time, the government introduced a stricter accounting rule/ requiring businesses to state latent losses. 混乱を避けるために/で文章を区切ってみました。 「その頃、政府はより厳しい会計規則を導入した、（それはどんなものか）企業が隠れている損失を記載することを求める規則である。」 これを一つの文章にしますと、 「その頃、政府は企業が隠れている損失を記載する（公表する）ことを求める、より厳しい会計規則を導入しました。」 英文を書き直しますと、以下のようにも書けると思います。 Around that time, the government introduced a stricter accounting rule which required businesses to state latent losses. もしruleとrequiringの間にカンマでもあると意味は少し違ってくると思います。
