なぜforでなくてonなのでしょうか。
ニュースの節に、 The referendum is on approving Berlusconi's proposal to revive nuclear power in the country. とありましたが、私でしたら、The referendum is for appriving Berlusconi's proposal と、forを使いたくなりますが、なぜonなのでしょうか。熟語的でもなさそうですし、approving onという訳でもなさそう。どのように覚えればよいのでしょうか。

referendum というのは、下記のように「国民投票」あるいは「住民投票」と言う意味です。 http://eow.alc.co.jp/referendum/UTF-8/ 「国民投票」は、初めから偏見つきで一定の事項や人物「のために」行うものではありません、ある事項や人物「に関して」国民の意見を聞くために行われます。 「～のために」行うものなら for ですが（for には、下記のように「～に賛成して」「～を支援して」という意味があります） http://eow.alc.co.jp/for/UTF-8/、 中立の立場で「～に関して」行われるので on が使われるのが当然だと思います。ベルルスコーニさんは自分に有利な投票を願ってはいるでしょうけれども、、、

the referendum on ～で「～についての国民投票」です。 The referendum is on ～であれば、 「（今回の）国民投票は～についてである」 となります。
