▼(a) when Boreas has once made his onslaughtについて、has madeで現在完了です。従って、「一度、吹いた時」となり、降り止んだ　　　後のことを述べている。実際、北風は止んで、星空の話になっている。「いったん、吹きだすと」の意味ではないと考えました。

▽正しいです。先行する事象を表す現在完了ですから、「吹いていたら・・・」または「いったん、吹きだすと」、その結果朝は冷えるということです。

▼(b) On your head above wear a shaped cap of feltのaboveについて。このaboveが紛らわしいのですが、前置詞ではなく副詞のようです。「前述の（内側にフェルトを張った靴のこと）」/ 正しいでしょうか。

(b) QA301では、rises brilliant at duskというのがある。
at dustです。
この（霜柱が）「立つ」、（星が）「現れる」というのは、raiseとrise
の意味の違いを示すものと考え、強い印象を受けました。
天と地という対照的な異なる場の出来ごとであるからかもしれない。　　
　　（どうでもいいことを書いたかもしれない）
(2) on N above について
　　　above On your head above とか、The stars high above
　　　の用例は参考に成りました。

a、はい、「吹いてしまったので」
b、on your head above の above は（頭の）上部という意味ではないでしょうか。
c、はい。sometimes .. and sometimes は「時には～時には～」という意味だと思います。
