No.1 ですが、単純に「風が台風に詰め込まれている（パックされている）」と比ゆ的に表現しているだけかと思います。 そのため、先の訳では「まとった」と擬人化して包装紙やマントのように pack されているイメージを出してみました。

わかりやすいところを省略してよろしいのかわかりませんが…。 時速108kmの風をまとった台風 Etau は大量の雨をもたらした という意味あいです。Etau は台風に順番につけられる愛称、kh は km per hour の意味でしょう（108km/hr=30m/sec で 秒速３０メートルのかなりの暴風）。
