1番さんの考え方で、意味のとり方に間違いはありませんが、厳密に言うと、 among them の後に SV や there are などの文の残りがつづくと文法エラーです。 , among whom there are the US.... , among whom are the US.... (これは the US, China and India are among whom の倒置） ならＯＫです。(among them ではなく among whom) これは完全な文をカンマでつなげないことから them を関係代名詞の whom にしています。先行詞は 17 nations です。 もしくは接続詞を使って and among them are the US, China and India とします。 カンマでつなげるには後半の文を分詞構文にします。 among them (being) the US, .... としています。 分詞構文には接続詞が含有されていて、従属節としてカンマでつなぐことができます。

丁寧な回答ありがとうございます。 完全な文をカンマでつなぐには接続詞が必要なのですね。 (どこかで勉強した気がします。) 分詞構文のbeing省略で捉えるのが一番すっきりしますね。 これは、いわゆる独立分詞構文(主文と主語が一致しないため、主語を補った分詞構文)と考えて良いでしょうか？
