多くの政府プログラムは、公害を軽減するよう策定されているが、その経費は、公害の発生に責任がある人が払う税金ではなく、国民全員の税金で支払われている。 combat pollution=>「公害と戦う」の意味 「その経費は」=>補足しました S pays for XX  は、SはXXの代金/料金などを払うという意味で、その受動態です。 everyone's taxes=>全員の税金、ですが、「国民全員」と意訳
