以下の分の解釈を教えてください

Michael T.Klare著のResource Warsの中の一文なのですが、 Clear across the broad width of Asia, on the western fringe of the Pasific Ocean, lies the third anchor of the Strategic Triangle. という文があります。前後を無視して抜書きして恐縮ですが、平易に直せば、 It is clear that the third anchor of the Strategic Triangle lies on the western fringe of the Pasific Ocean across the broad width of Asia. と解釈してもよろしいのでしょうか。 まず倒置とみなしてthe third anchor~ を主語と考えたのですが、It is ~を省略していきなり形容詞から始まる文なんてあるのでしょうか。

across the broad width of Asiaという前置詞句を前に出すことにより,lies ...と倒置されています。もうおわかりですよね。clearはこの前置詞句を強調する副詞で,「完全に」という意味です。

 ありがとうございました。 今辞書で調べてみました。 clear は形容詞しかないとばかり思っていましたが、副詞もあるのですね。

うっかり倒置と言ってしまいましたが,厳密には倒置というのはLittle did I dream ...と,疑問文のような語順になることをいい,Where he lives I don't know.のようなOSV,Down came the girl.のような場合や今回のliesは倒置とは言いません。ついでにご質問の文を訳すと,「広いアジア大陸を完全に横切って,太平洋のはずれに,...はあります」となります。
