こんにちわ、早速ですが、アメリカ人は、このような表現をよく使います、日本にいるとなかなかお目にかからないですが、僕が８年間アメリカにいた時には当たり前のように使われていました、例えば、 that is what...(that is the thing that...の略）、 that is when...(that is the time when...の略）、 that is where...(that is the place where...の略）、 that is why...(that is the reason why...の略）、 that is how...(that is the way how...の略）、 he is who...（he is the person who...の略）、 など、これらはみんな関係詞で疑問詞ではありません。that　は、前文をさしますがもちろん、thisになったり何かの名詞がきたり、文が否定になったり、（that is not what..., that is not why..., that is not when... とか...) 詳しいことは、辞書(Genius英和辞典）にすべて載っていますので,　それぞれの場所で（whatならwhatのところで、whenならwhenのところで、など）関係詞と疑問詞の違いが乗っていますので。　それでは、がんばって！

ご回答ありがとうございます 例を挙げていただきよく理解できました。こういった「省略」が英文読解においてとてもネックになっていたような気がします。とにかくこの表現を覚えなければなりませんね！
