It because gangs acceptable gently young people who isolated from the world and lived in oneself.
This movie is a friendship story and comedey that Kumiko who wanted fellows and became a Yankee, and Himiko who wears Kimono live in oneself and wanted no friends.

* ここは、一般論として単数あつかいしたほうが良いです。
⇒ why a people may want to be a part of an organization like Japanese Mafia.
アメリカのマフィアが同じかどうかわからないのでJapanese Mafiaとするほうがよいでしょう。

It because [gangs → such an organization] [acceptable -> accepts] [gently young people → young people gently] who [isolated → is isolated] from the world and [lived in oneself → lives alone].
* 真実としての一般論なので、現在形でつづるべきでしょう。
