a plot を先行詞として、 She told (the) police (that) THE PLOT was inspired ～. という tell O that 節という内容を考えます。 「彼女は警察に、そのプロットは～によって刺激されたと言った」 この that 節内の主語 the plot が先行詞と同じなので、 関係代名詞 that/which を使って、 a plot THAT/WHICH she told police was ～ 「彼女が警察に～によって刺激されたと告げたプロット」 いわゆる連鎖関係詞節ですが、一般的にはおっしゃるような挿入と説明されます。 （個人的には挿入では説明不十分だと思いますが） think/say のような that 節を目的語にとる動詞であればこういう構造は可能で、 ここでは tell 人 that 節という SVOO のタイプで用いられています。 そして、この場合、was に対して主格となるのですが、構造上、なくてもわかりますので、 関係代名詞 that/which の省略が可能となります。
