これは和訳すると「時代が進めば進むほど、発明と開発のペースと変化の速度は速まった」とでもなるんでしょう。 これは一応、正しい英文だと思います。 文法的に説明すると、これは "the +比較級, the+比較級" という、有名な表現です。文法書の比較級のところにあります。 ただし、カンマの後は、文末に "were"を補って、前半と同じように節にするのがよいと思います。ただ、本文のようなものも他のところで見たことがあるので、多分これでもいいのでしょう。 そんなわけなので、"rapid"という形容詞は、"their pace of invention and development and change were more rapid"というように S+V+Cという構文の補語として使われているのです。
