They don’t find people who go missing, you know, 「やつらは行方不明になってる人々を探そうとしないんだよ、わかるだろ?」

That means, they don't know who they are. If something is 'unidentified' it has no 'identity' and it has not been 'identified'. If you cannot 'identify' a person, you don't know who they are, what their name is, etc. So, that person is 'unidentifiable' and will remain 'unidentified' until someone can 'identify' them. 「あなたはは a person と言っているのに、どうして who they are というの?」 Here is an example: Can you identify which kanji means 'tree'? So, that person is 'unidentifiable' and will remain 'unidentified' until someone can 'identify' them.

And when younger, healthier people don't go in -- this is how insurance works. If you don't buy in, then you're left with the pool of people who need the insurance. The more people who need their insurance, means the insurance companies paying more and make less. And that's what I think continues to be out of balance.
