なるほど，分詞構文としては意味上の主語は reproduce と同じ，the fish ということになりますが， 実際には #1 の方がおっしゃるように，make の主語は the fish reproduce by themselves という内容で， , which makes ～と書き換えられます。 実際には，いわゆるコンマ which の方が正確で，これを分詞構文とすると 主語が一致しない，いわゆる懸垂分詞になってしまいます。 まあ，これはネイティブレベルの，しかも論文などでも見られることです。 これは懸垂分詞だから文法的にはおかしい，なんていうのは 私のような文法にがちがちの人間なのかもしれません。

this の内容は the fish reproduce by themselves ではありません。 だって，こちらは make の主語ですので。 this は前に書いていること，「蚊をコントロールするのに魚を使うこと」でしょうか。
