No.1 です。 大変申し訳ありませんでした。ご質問の趣旨はこちらでしたね。 主語は意味上においては、当然の如くa fall guy でありますが、 構文上a fall guy is the person who someone decides 全部が主語としての 機能を持つと捉えることも可能でしょう。 しかし本質的に主格となっている語は、日本文からも明らかなように、 a fall guy であろうと思います。

A fall guy is the person / who ( someone decides ) will be the loser or victim. someone decides は挿入句で、ないものとして考えるとわかりやすくなると思います。 will beは関係詞節の中のVにあたる部分でその主語は関係詞who先行詞はthe personということになります。
